This option allows the user to maintain the average error data.  These data values correspond to the official forecast average error for the 12, 24,36,48, 72, 96 and 120 hour verification times as "published" by the National Hurricane Center.  The Global user is allowed to enter different values for each tropical cyclone basin. #1 - Atlantic, 2 - East Pacific, 3 - West Pacific, 4 - N. Indian Ocean, 5 - S. Indian Ocean, 6 - SW Pacific
